Balboa Island, CA., Oct. 18, 2000– Each Fall, when standard time begins, the average number of fatal pedestrian accidents around sunset climbs 400%, according to The National Highway Traffic Safety Administration Fatal Accident Reporting System.

However, this alarming fact needn’t immobilize active people during the four darkest months of winter (November, December, January and February).

Assuming that "cushion" would double at half the speed [30 miles an hour], only 88 feet of distance separates an unprotected pedestrian from the motorist’s decision-making process in a suburb after sunset.
